The Massachusetts State Lottery winner is a level 3 sex
offender of 56 years old who is now facing charges for not telling to Connecticut authorities that
he moved out of state.
Daniel T. Snay, who was charged four times of indecent
assault and battery in the 1970s and the 1980s, bought on January 16 a $20
Billion Dollar Blockbuster ticket and won $10 million, United Press
International reports.
The officials from the Massachusetts lottery had no idea that he
violated the law when he cashed in the ticket. Apparently he moved in to Massachusetts without telling to Connecticut authorities.
According to the law, all Level 3 sex offenders are obliged to
notify local police about their current address.

Vance said: "I'm flabbergasted," saying that he could face charges because
he didn’t told authorities about his address.
The Connecticut Sex Offender Registry says that Snay didn’t
verify his address since 2004. The sex
offenders have to do that every 90 days, according to Trooper William Tate.
He said: “Our sex offender unit is looking into the
non-compliance issue,” bostonherald.com informs.
Snay is listed by the Massachusetts Sex Offender Registry
board as living and working in Uxbridge.
Snay's lawyer, Joseph M. Fabbricotti, said to the Worcester
Telegram & Gazette that his client is a divorced dad with five grown children
who plans to use the lottery money to buy a house them.
Lottery spokesman Dan Rosenfeld said that the commission was
concerned about Sany’s past, but he has a right to buy tickets.
He said in a statement: “We were very concerned, given the
nature of the convictions. The vast majority of our players are regular,
law-abiding, hard-working individuals. We regret any difficulties this may have
caused.”
