Wheelchair Man Dumped By Deputy

According to the Hillsborough County Sheriff's Office, one of their deputies has problems after she was caught on tape throwing out of a wheelchair a quadriplegic man on January 29 as he was waiting to be booked into jail.

Three other supervisors were nearby and didn’t do anything.

The video shows Deputy Charlotte Marshall Jones dumping on the floor 32-year-old Brian Sterner as she was booking him. Also on the tape you can see how Jones is searching Sterner, who is lying on the floor.

According to investigators, Jones is currently on suspension without pay as well as the three supervisors who were witnesses were suspended but with pay.

Sterner is in a wheelchair since he was 18, when he was injured at the spine in a wrestling accident.

Apparently he was arrested for trying to flee and attempt to elude a law enforcement officer from an incident which occurred on October 25, 2007.

On Tuesday, Chief Deputy Jose Docobo talked to the media saying: "I was appalled. Obviously the actions are indefensible at every level," myfoxtampabay.com reports.

He mentioned the names of the three supervisors present at the time of the incident. They were Corporal Decondra Williams, Corporal Steven Dickey, and Sergeant Gary Hinson. No one filled a report about what they saw that day.

Dacobo said that everybody involved in the accident must be held responsible for their actions.

He said: "Certainly all the personnel are entitled to due process under the law, but I can tell you that based on what I saw, anything short of dismissal would be inappropriate."

Jones has been an employee with the Hillsborough County Sheriff's Office since 1986.

Docobo said that the deputies are used to handle people in Sterner’s situation so there isn’t any excuse for her behavior.

"You don't need a policy to tell you that you don't treat someone like this. The best I could do is offer him our apologies. There's no excuse.  This is indefensible.  To the extent that we can make it right for this gentleman, we'll attempt to do so," he said.
